I haven't noticed any huge accuracy problems with my set of 6 Phased Polaron Beams (2.5% -162 shields + 2.5% -25 to all power levels + 2% critical chance)

I only have 6 ranks in Targeting. No accuracy trait.

10 second minimum/basic but skills and items can boost it. I had mine on 17seconds without skills so I assume 25sec ish is doable.

ACC makes all the difference vs escorts.

Since you cant really use boff powers to immobilize them (they have too many counters for that).

while it may not be effective @ PVP how is it in endgame PVE? sounds like a serious shield stripper move

npc's are such enormous hitpoint sponges that its noticeable effect is a lot less then it is on player ships. they also don't distribute their shields, all you have to do is knock down a facing, maybe 2, and you can kill their hull. players that do distribute shields are the perfect victim of tetryon's effect though. tetryon are meh against npc's, disruptors with thier debuffs and AP with their critical and even plasma with thier dot work better.
