NVM, I went back and looked.
Cycling the two EPTS abilities should keep your shield at near max all the time, so you should have to set the Shield power too high.
Actually it keeps it at around 50-60 with minimum shield power. Never hurts to have more shield power though right? Right now I have something like 100/25/45/30. I spam ASiF and HE alot so I could always us more aux.

Are you using the Plasmodic Leech and what do you energy power stats look like in combat when it is running.
If the Cycling of your two EPTS is only getting your shield power to 60, you sound like something is missing becuase that only a 10-15 point gain after the EPTS fires. ( which gives anywhere from +15 to +20 power buff)

at 25 base you should see +6 from WCE (lvl3), + 5 points for WCP (lvl9) and +9.9 from Shield performance for a total of 20.9 points buff. Should give you a 25+20.9 = 45 base.

Maybe run the Aegis deflector for a +5 bump to shields?

I would try puting more points into WCE as well if you are gonna runs shields at a baseline 25 setting.

I have max WCE and max shield performance. I can check again, but maybe it's 60-65. I was just giving a rough estimate. It's certainly not close to max (which I assume is 100).

125 is maxed (for max resists as well), though since it is for PvE, 60-65 is not bad. Still it seems you could eek out a bit more somehow. I will check my skills when I get home.

Points taken. The pitch does take some getting used to and it is something you need to plan around. That being said you really shouldn't be having any extended fights in a bird of prey. Ten seconds is a long fight and I like to keep mine around 3 to 5 tops.

You can do it. If your opponents are going to let you get away with it. The siege destroyer flies a bit better than the raptor and it is also super tough and rugged. It is similar to a fleet escort in handling. It is a fun ship. Perhaps you may be interested in one?

You will never toe to toe a competently handled defiant, or any escort for that matter, with a tactical bird of prey. They are going to out turn you, out run you, and nuzzle you in the nacelles in any sort of extended engagement. You aren't going to out do an escort by playing the escorts game. You need to remove those advantages that they have. The best way to do this is to uncloak, vaporize them, and cloak again. Let the escorts dogfight. Your in a bird of prey.

Power levels I have no more than six in any skill. 95-35-35-35 are my settings and 125-57-55-61 is where I sit with bonus. From there I can move power over 70 for any slot without moving weapon power as needed.

If you would like to see what I mean by this or want to test out your build, hit me up in game.

Cheers!

I do like the Guramba, but 2000c is a bit steep for me right now, especially when I play the fleet escort on a fed toon. I decided to start a brand new klink alien toon with warp eff, accuracy, eff and elusive to see the total effects. I'll give you a call when I hit 50 and have this build ready.

I tend to fly only Tac Commander Boff for BoPs/Brels. Mostly b/c there are better ships for Tac Com/ Tac Lt Comm layouts in terms of Weapon slots and Tac Consoles and I tend to use standard CRF builds for damage.

For my Tac I've been messing around with the Lt Com slot for TB3. It basically lets you chain TBs while outlasting most TB counters. A key is to use the TB before your 1st strike. This should result in more hits and Crit hits. It also will boost Teammate/PuGmate's damage assuming they wait for your TB.

If your 1st strike isn't successful you can quickly eng batt & evasive out (assuming you're under fire), recloak and comeback for a 2nd strike w/CRF2 and most of you cap powers still up.

I do only PuG matches for the most part, so take the above a/grain of salt.
