Is it cheating? Is it fake Orion BOFF?

It's real. It's a reward for reaching the diplomatic rank of ambassador. I've got the Orion female for all three of my cap's, the gorn for 2, and a nausican for the other.

There are a couple Boffs in game that a lot of people dont know about. Like the Borg Sci Boff you get by doing the Khitomer Accord ground STF.
