I think its time to talk about banning people who don't like other peoples weapon mix (from the main universe)

The only problem I actually see is that "skittleboats" loose weapon power when you start mixing weapons like that. The only other issue I can see is that STFs need a high level of dps and hull (on elite) to get the job done, which is a major issue.
I think people should be allowed to use what ever build they desire though.

I do support limiting public STF's to Tier 5 ships, but you can't tell people how to play. I've been called an idiot who doesn't have a clue how the game works, why? Because I wasn't in a rainbow ship. Yeah 4 members of the same Fleet who all knew beyond a shadow of a doubt that Rainbow was 10 times the DPS.
They couldn't work out how I could kill all four Probes in Khitomer Accord alone using Tetryon Weapons, it only works on shields not hulls you see. It took two of them to hold the other gate. Oh yeah this was Elite too. And what made me a super noob, I didn't just park infront of the gate I actually moved my ship and killed Cubes and probes. Blasphemy. Surprisingly we didn't make the optional.
Usually the person who screws up in an STF ignores everything said to them, People aren't taking rainbow ships because they know they are bad, they take them because they think that it's better. Nobody goes I'm going to make a crappy low DPS Escort, they think it's good, Dude seven turrets they count as Cannons so you can use Rapid Fire and you never need to worry about arcs it's the most possible DPS you can do. Use one of every type to max DPS and don't ever get the ones that say Acc it's useless get the ones which say dmg they hit harder.
And yes I'm aware that is terrible terrible advice. But the guy who runs it believes two things, one that it's awesome and two everyone who kills him in Kerrat is cheating, or catching him when he's not ready.
An unworkable idea. At what arbitrary point does the number of weapons become too many?
My suggestion would be - make everyone have to play each stf at normal X times before they have access to elite stf's. I think it would only need to be a small number. I know this would mean people with multiple toons would have to do X normals when they already know what to do, but I don't think that would be too high a price to pay to (hopefully) increase peoples enjoyment of elite pugs.
I think this whole notion of "people who play sub-optimally (intentional or not) should not ruin MY fun" is terribly egocentric. I would argue that rather than banning rainbow ships from STF's, banning people who are taking this game so serious that they are ruining other people's fun should be banned.

While I do not support the OP's idea because it is too hard to enforce and just too trivial to be worth enforcing... I still have to say that for those who play very sub-optimally it can be rather irksome and measures should be taking to limit this behavior.
If I show up to an STF (Especially an Elite) with a low Tier ship, for instance, I may as well be saying "Here guys, do this whole STF with one player missing!". I mean, why not take my big Tier 5 ship and just take off its shields and all but 2 weapons in front and 1 in back, only slot 4 consoles, and use hardly any BOFF abilities and see how much help I am to you. The sad thing is that even with that setup my Tier 5 ship will STILL be stronger than the low Tier ship...
