A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
So i've been using 2 Purple version of the Conn Doff that reduces the Cooldown on Tactical Team. They're each -8 seconds, so I should be using TT on every GCD, or every 15 seconds. But I noticed it doesn't sync very well (or maybe the values are slightly wrong) and I can only use it every 17 seconds.
Due to issues with latency and synching, the recharge reduction time abilities actually kick in 1.5 seconds after use of the power, so when stacking this could result in what you are seeing.
