Well, it sort of had to get a refit before it was "lost". It was heavily damaged during Nemesis, so they repaired and refitted the ship before sending her off to her fate.
During Nemesis, the Enterprise E had 16 phaser arrays, 9 torpedo tubes, that neat skin tight shielding similar to what the Enterprise-A had (Which is essentially a giant replicator creating another skin of the ship just a few meters away from the actual hull) and the argo shuttle which was useless beyond reproach.
It had no special armor beyond the standard ablative armor that the Defiant and Lakota had, it had no special phaser arrays to find cloaked ships, no cannons, no cloak, no massive phaser lance, it had nothing super special about it. It was an assault craft with a ton of phasers, torps, and massive shield power. Honestly if it comes out with anything short of this, it'd be a kick in the nuts to the Enterprise-E. It's boff loadout should be similar to that of an escort, since it is an "assault" cruiser, you should have "assault" abilities. Not big wads of engineering powers and special science abilities.
So don't think we will ever see this in game...way to unbalanced...
However something that I thought might make a good addition with the T6 ships coming out is to set up some ships (maybe 1/2 of each class) that utlilize the standard layouts with 1 added power, the captain power. Oh they might have to make some new captain level boff powers (ie: Gravity Well IV, THY IV, DEM IV)

The E had a refit before nemesis but after insurrection so after the dominion war ended. Also it was being repaired at space dock at the end of nemesis which they were planning to do another refit to her, apparently the nemesis E in the movie is actually a half done refit. I think the skin tight shields and special phasers as seen in nemesis would be a cool addition. Also add another 2 weapons slots so we can have 3 phasers forward and aft plus 2 torpedo launchers each side or 4 phasers each side and 2 torpedoes each side.
Just thought of a thing that would be useful... for me, at least.
A means of switching between weapon loadout presets, especially during combat. Probably some kind of toggle with a cooldown, like the Battle Module 3000.
See, I keep extra weapons in my inventory so that depending on the mission I can go with 6-beam broadside and fore/aft torpedoes or what I term "assault mode," switching to four arrays aft, two DBBs and two torpedoes fore, which is actually a really useful loadout for large enemies (Borg Cubes, Gates, Unimatrix Command Ships, etc.), since any enemy that takes up more than roughly 10 degrees in your ship's field of view can get hit with all eight weapons simultaneously for more damage than the usual beamboat loadout.
I remember when the Excelsior refit first came out, there were talks of revamping the other Tier 5 ships. This was an idea floating around for the Sovereign. It would be awesome if they gave us this Boff layout. First I didn't think they would do this, but with the recent release of Atrox carrier with a similar boff arrangement of a 1COM, 2 Lt Com, and 1 Lt stations give me hope that this is a possiblity for the Sovereign refit.
This would meet the needs of both groups who wants a LtCom tac (to complete with the Excelsior refit) and those who doesn't want to lose the tankiness of a LtCom ENG station. For me, if I had to choose between a LtCom Tac vs a LtCom ENG, I would choose LtCom ENG. I love the tankiness of the current layout. If we lose the LtCom ENG station in favor of a LtCom TAC, I'd rather not get the refit when it comes out in the C-store.
In addition to this change, or if they decide to leave the boff layout the same, they can add a special console in an additional TAC console slot. For this special console, it must be a special rapid fire Quantum Torpedo turret that lets you fire a choice to two different settings, a High-Yield Torpedo 3 or a Torpedo Spread 3. These torpedoes should come out from the Torpedo turret under the saucer as per canon. Currently the torpedos come out from below the deflector. This console should have at least an increased shield penetration or bonuses to torpedo skills. This console should be a torpedo equivalent of the Dreadnaught cruiser's Phaser Lance.
This would give the Sovereign a much needed Tactical boost to compete with the Excelsior refit and the Dreadnaught cruiser.

I would LOVE such a setup. As I posted earlier, I'd like an assault cruiser that's better at assaulting, particularly one that can at least keep up with a ship that's nearly a century older, refit or not.

I like the idea of the the rapid fire quantum torpedo launcher that fires two settings, HY3 and TS3. But for bridge officer layout I think also a another science console would help to at it keeps in with the sto lore since the E had another major refit in 2385. http://www.stowiki.org/2385
I think if they just get rid of the Ens Tac, and go with a LT CDR Tac slot, then give us either a torpedo consul or a special torpedo turret launcher with the HY3/TS3 options, (maybe even have it dual tubed.) increase the turn rate some, give her a real bridge, and give her a visual overhaul. I WOULD PAY AS MUCH AS 4000-6000 CP. Yes Cryptic, I would pay you a lot of money to redesign the ship FINALLY. I would also pay that much to have the excelsior decommissioned
