I've noticed this the past few days while trying to run certain Fleet Action dailies: While queuing up for Fleet Actions such as "The Big Dig" and "Klingon Scout Force" from the PvE menu, the requisite number of players per match is listed as 12-20 players. However once the map reaches the 12 player minimum and begins calling players to join the map instance, the listed requisite number jumps to 15-20 players; consequently if there are less than 15 players but more than 12 in the queue, the map keeps calling players to join the instance but fails to load since there aren't enough players to start. This repeats over and over until either there are 15 players in the queue ready to start the map, or until the queue removes everyone and resets entirely (after ~15 min. or so I think).
My understanding was that 12 players was always supposed to be the minimum number of players for a 20-man fleet action instance, so has this changed? Or is it simply some annoying bug introduced in a patch? Any insights would be appreciated. Thanks.
It used to be that certain events instantly dropped you into the zone once you hit join. This changed recently so everything, it seems, now waits for a certain number to press join before the countdown starts - which in theory is good. However, as you say the window will pop up when there aren't enough to actually start the event - it typically fails 2/3 times before enough people queue. This is annoying.

No, it's not good. Big Dig can be done solo, requiring 15 players to start just means everyone spends more time waiting than playing. Or on KDF, with less players around, it never runs at all because there's never 15 players queuing at the same time.
