It is gambling by broad definition but by legal standards, is not (yet) because the individual is spending real money for a chance at a virtual prize or currency.
The legality only comes into question if the individual who won said prize has managed to exploit the system's architecture to make real money back, if said item was unbound and tradeable, allowing the individual to advertise the item, in game or via forums or facebook, make contact with potential buyers and conduct a trade outside the game.

This company and our game could see it's end very soon if they have not made some sort of arrangement with the FGC.
I don't usually comment on articles like this, but I wanted to say something about part of it. apologizes if this has been brought up.
I hate to say this, but it kind of shows you haven't actually been in a casino. I have, and I can tell you, No machine, none lists the odds of winning. Some are described as "Looser" (paying at better odds then most competitors) or "the best odds in town" (self explanitory) but none of them say "odds of winning equal 1 to xxxx.
Sure, They tell you the payouts, but how often they pay out, nope never tell the costumer that. I am sure it is somewhere, but it is not on any machine or table in a casino.
I am not saying I approve of the lockboxes. And sure, I would love to know the odds, but saying they are worse then something based on misinformation isn't getting the point across.
wrong country, in Aust all odds for all machines and tables are available if required at the front desk, on request its the law here.

The exact age necessary to obtain a credit card. I believe the same goes for Check/Debit Cards that have a major credit-backed license like Visa or Mastercard.
It's Perfect World that are stuffing the lockboxes down STO's throat so fast that it'll choke. Cryptic kind of tentatively started with one over in Champions but it's really exploded under PWE, it's their specialty.
