I hate to ask this question, but when i play the test server, Tribble, there is no one on it. It there any reason for this?

At this very second? It's morning here in the US. Many players are at work and not logged in I would think.

Us retirees are having our play time now.

Maybe because there has been no patch since May 11th ... it's getting a bit dead on the tribble server, since there is not much to test right now.
