I think that we need to be able to design the interior using a foundry tool and the ship should starbase should be populated by out characters in the fleet that are not in-game. That would be cool to walk past your own toon when walking down the corridors. AND they will (could) be in the appropriate uniform.. No NPC's except for DOFFS and the transporter and shuttle bay officer

I like this! Or a place where other fleet members could train your boff. Like a briefing room wher you are able to beam down all of your boffs that stand in a straight line for inspection and others can see and train them if you wish.

I would be okay with a few NPCs as long as they were working actual duty shifts and a different NPC took their place upon a shift change. Elder Scrolls NPCs have working hours then they either go home and sleep, visit the nearest pub, go mill around town, etc. And obviously the higher tier your starbase is the more amenities like additional NPC officers you are afforded.

Should we get NPCs with duty shifts rather than nameless officers we should be able to customize their uniform as James stated as well as their name. So in place of Ensign Engineering we get Ensign Gomez (omg don't beam down with the Big Three. It's a trap!) and Lieutenant Ricky. These NPCs should also have standing orders they perform while on duty rather than methodically pathing around the interior of your ship like rats in a maze. These standing orders should also be able to be issued and changed by and officer of appropriate standing in the fleet dependent on fleet permissions and rank in the game. Since these are fleet starbases, no NPC Ensign Gomez issuing orders to Player Admiral James and no Player Ensign James issuing orders to NPC Lieutenant Ricky. ("Do you have something to add to this discussion?" *Punches Captain Kurland.*)

Also in place of having a "Starbase System" inside sector space where everyone's starbase is located, I hope we are given the choice of where in the galaxy within reason to build our starbases. The middle of Romulan or Borg sector space would not be the ideal location for a starbase. But a reassuring Federation presence in the Aruncanis Arm or a hidden Klingon outpost in the Rolor Nebula would be interesting. This way it will feel more like a Fleet Starbase rather than just another ESD or Qonos that everyone is hovering outside of in sector.

IMHO such division sucks. I think a more appropriate leveling could be made along something-like Star Trek RPG lines for Ports of Call.

E.g.

Tier1 (the barest minimum to qualify as a port at all): The port can have some NPCs that allow you to switch beetween your ships, make ONLY minor repairs and maintenance to ships (maybe only Tier1 ships & runabouts/shuttle), buy a few consumable (such as Minor Components; Shield, Auxiliary, Engine, Weapons Batteries). Also it can have some NPC selling some commodities - e.g. Medical supplies, Provisions, etc. - to fleet players. Access only to the Fleet Bank should be provided. I n StarTrek universe such stations in Starfleet/KDF may serve only to show-the-flag and they have no facilities for complex maintenance tasks, nor any refueling facilities. 4) Due to limited staffing a few DOFFs missions could be introduced - e.g. handing over prisoners/counterband, making minor repairs and maintenance to small vessels, etc. Players should be granted access only to corridor/promenade, OPS, and a recreational facility.

Tier2 : Tier1 + 1) can have some more NPCs that allwo you to make ONLY repairs and maintenance to ships (maybe only up to Tier2 ships & runabouts/shuttle), buy a few more consumable (such as Minor Components). 2) Also, it can have some NPCs selling some additional commodities to fleet players. It has fuel-refinement equipment to produce deuterium and quantities of antimatter necessary for warp-drive starships.): Tier2 + 1) NPCs allow players to make repairs, maintenance to ships (maybe only up to Tier4 ships & runabouts/shuttles/fighters), to buy a few more consumable (such as Minor Components). 2) It can have some NPCs selling some additional commodities to fleet players. Access to both Bank and Fleet Bank should be provided. Also access to the Exchange should be granted. 3) Players should be granted access to a few additional facilities. 4) Also additional Fleet-only DOFFs' mission could be introduced, e.g reclaming spare parts from Surplus Depot Z15 (located in orbit of Qualor II) or similar starships' graveyards, etc.

Tier4 (facility can handle ships bigger than the ones serviced by Tier1, 2, 3 bases, which includes the vast majority of starships in use throughout the Alpha and Beta Quadrants. Examples may includes Federation deep space stations (e.g. DS9) and spacedocks (e.g. ESD), some of which are large enough to actually contain several starships inside the station): ........

Tier5 (a facility that can handle ships all the way up to Starfleet/KDF biggest, and includes everything necessary to maintain, repair, and possibly even build a starship. This level includes shipyards and similar facilities): .......

Also players should be allowed to select the location of their starbase. Which sector? Deep space, orbiting a planet, etc.? Also a customizable name option could be nice...

I'm going to put my 2 EC in this.

In reality, it is going to have the space of the PvP Zone Solar Wind (Hopefully because that thing is huge)

I would love to have:
Everything Below Should Be Customize
  1. War Room - Shows members location, Diplomatic Stance, Who attacked you, planning your next attack (Only officers or whatever ranking system high enough will be allowed)
  2. Conference Room - Meeting place for all fleet members only
  3. Lounge - A place to just relax with the fleet
  4. Club - When it's time to party
  5. Personal Quarters - For the higher level ranks in the fleet
  6. Fleet Admiral/ Highest rank in fleet Room - Thier Office which should be used as a Diplomatic Quarters
  7. Shipyard - Customize ship with the Fleet logo should be added (The current one I can barely see it, I want the world to know about it)
  8. Bank
  9. Armory - A place to properly suit up for battle, have a fleet uniform for battle, and one for casual. Weapons suit up for an incoming attack or get ready for attacking a place
  10. Mission Command - Able to assign members mission and watch their progress here (Like a leak on the Starbase that needs to be patched on the outside SPACESUITS )

You cannot have ALL such things in a Tier1 base...you may have them in a Tier5, but not in a Tier1. Otherwise, they made no efforts in having 5 tiers.

The interior would be a nice addition, but I wouldn't mind it being put to the side for future updates on the system once it gets up and running. Perhaps needing to buy a dedicated Foundry slot for the feature using dilithium, and then using GPL to unlock the feature on the base while in-game. GPL is used a lot for fluff anyway, so adding more fluff uses to it would give us more reason to play some Daboooooooooo! (Off-Topic: I'd actually like a more functional use for GPL, though, and I don't mean in Doff missions.)

I've also suggested something like this, as I'm sure many others have, including yourselves, Halaran, James and Tallex. The only problem with crafting new ships is the time it would take to make X amount of new ship models on Dev's end. They could simply bypass that though, and allow the player to use the model of one of the ships he/she is deconstructing for parts. I'd actually prefer that in order to add some mystique into knowing exactly what type of ship your opponent is flying.

...and don't get me started on the crafting system. With starbases coming, I think it's a perfect opportunity to introduce some new reasons to have some Master Crafters around in the fleet.

That's one of the issues with this game. In Star Trek, Latinum was used for commerce wherever there was a Ferengi and Ferengi were everywhere. GPL should have been the main currency in this game and EC should not exist.

these are all nice ideas and demands but think on the developer's prospective. They may not be able to do what we all imagine but hopefully meet us half way.
