Packled are scavengers of technology. While non-verbal, they are clever and resourceful, and can adapt a variety of technologies to their ships. The things they do don't always make sense to other races, but they work!
While Packled are officially part of the Federation, not all commanders got the message, and at least half of those who did misunderstood it. Packled may therefore belong to any faction. Federation captains have a hard time taking them seriously, and Klingon captains find no glory in destroying such an inept race, so all Packled ships have permanent Diplomatic Immunity.
Packled Bonus: Any energy weapon console works as a universal energy weapon type console, so a phaser console will offer it's full bonus to polaron weaponry. This will allow rainbow energy weapons to be a viable build option for Packleds.
Packled Bonus: All weapon slots are treated as universal weapons slots, allowing DHC's to be mounted in rear arcs and mines to be mounted in forward arcs. Sounds stupid, right? We are talking about Packleds, but imagine firing a mine launcher forward as you are running from that escort on your 6, while firing a DHC into his forward shields. By the time you clear the mines they have activated, and that escort had better evasive or he'll get a group of mines dropping right down on his blown shield facing!
Packled Penalty: Packled ships are slow and hard to turn.
Packled Penalty: Disabling effects have x*.1 duration due to poor systems integration.

Most likely you can buy the ship from the C-store but to make it go you have to open the Geordi LaForge lockbox and get the very rare human engineering officer.
