In my opinion, they should leave them active permanently but you can only get them once per character.

So Lobi's are based on account then not per character is what your saying. I am not talking about reruns, I am talking first run. I created a new toon a couple weeks ago, that new toon was unable to get any Lobi's. Or are Lobi's only available during Reruns. Which makes them even more worthless cause they have a rather bad drop rate.

During the "reruns" of the FE, they unlocked the limited time reward. Which for the Devidian missions was the Cane. During those reruns, they hid the lobi. The current active rerun is the Breen. That is the only one you can get the lobi from.
