Its available through the collectors edition through Amazon. I preordered mine before the game came out. I just looked at the amazon's website and it looks like its still available.
You get the red matter capacitor from the box collector's edition of the game - I actually looked on Amazon.com a few months ago because I wanted the item for all my characters and found it for a very cheap price - not sure if it's still on there now though. I paid less than $10. for mine.
Once you get the collector's edition you log onto your Cryptic account and enter the special code found inside and all your characters (Fed or KDF) will then be able to claim the capacitor from the c-store in the legacy unlocks tab.
Not to rain on your parade, but from personal experience, the RMC (Red Matter Capacitor) is just a very slight buff for a short period of time, and with a long cool down period...

Actually I find its good for those rare times where when I run out of batteries. And on a Engineer used with EPS Power Transfer you get full power 125 across the board.
