That's pretty much true for all ships. You want shield damage reduction (from high shield power and from Emergency Power to Shields [EPtS]), and you want to distribute your shields (either via Tactical Team or "manually"). You need consistent defenses, not just one-off heals like Reverse Shield Polarity or Transfer Shield Strength. Not that they are bad, but they are more for emergencies or "long-term maintenance", e.g. as your shields slowly get eroded (instead of rapidly vaporized) thanks to your shield resists, you will want a heal.

While not every Escort or Sci Vessel build can run a pair of EPtS every single Cruiser can. I do agree with you but. I was just not going to bring it up as the Original Poster already sounds like he's super new and not sure what to do and I didn't want to confuse him further by talking about other ships.

Every Tier 3 or higher ship can use 2 Emergency Power to Shields. It's sad that it means that they can't really run any other engineering power usually then, but it's worth it.

Though I've heard of people running only one EptS1 and adding an Aux2SIF or similar power. I still don't really recommend it. 2 EptS is the safest bet.

Presuming you also use them.

No I don't mean the ship can't do it, but your build can't do it. Although a couple of Damage Control DOFFs can help a lot.
