Does Directed Energy manifold really increase penetration?

I think you mean Directed energy modulation.
To answer your question, yes it does increase shield penetration, but the resulting damage is puny. But if you don't have any other power for that place or if you want to squeeze the last bit of possible firepower then i don't find a reason not to use it.

i wouldnt be asking if the stowiki was very specific what each thing does
its definition is it increases beam damage which is not even true. so i ask around
they said it was for shield penetration so i came here to ask.
While we're not on the subject of the ability Directed Energy Modulation, it is currently non-functional when cannon and beam abilities are active. So if you feel it's underperforming that might be why. Just FYI.
