Cycle EPTS1, EPTS2, BFAW2, FOMM, FlS, shielddistribute, and what ever else you want up on a regular basis
Use BO3 when you have a target tractored, but after PSW3 has been used if possible.
Save TT1 + TSS2 or even ST2 for quick shields healing and save HE3 for the hull heals and EWP removal.
Use EXTS2 to heal teammates.
I wouldn't stick a tac in either.
But if you do, I think initially I would go for the Marauder FDC and rather than slot heals try to use my engineering boffs to boost beam damage (e.g. EPtW cycling, DEM, maybe toss in Aceton Beam and Auxiliary to Dampeners) and then throw in tractors and/or TBR 1 on the science side. Anything to give you more oomph, since your tac slots and beams won't give you a huge punch on their own (unlike the Vor'cha or Negh'Var, as despite having an engineering-heavy boff layout can equip cannons and turn a bit better).
The Vo'quv, of course, gives you BoPs to control, but I am not convinced its Lt. Cmdr tac and all that focus on science makes it as heavy a hitter. But I avoid putting tacs in carriers (well, non-Kar'fi carriers), so I might just be ignorant of decent setups.
The Kar'Fi, if you manage to get that / already have it, would be superior to either.
edit: Roach has a neat idea set up there, too, though. That gives you some boosts to your manuevering, and I could see that being helpful in setting up a DBB-powered Beam Overload. The two tractors would help keep targets in place, as well.
