Im not sure thats the case, they have stated that the rank is just part of the equation. Before your uprank, you can spend time upping your skills rather than your ranks. In other words your casual gamer could be of Captain rank but maxed out on all skills and be more dangerous than some guy who got Admiral rank, but went mins on all the skills (and then only the minimum numbers needed.

Other things were about things we already know. I will look at it again later and see if there is anything else interesting that I missed. For the most part, nothing new. But, a confirmation that you can own tribbles.
