Ever since I've joined Elite STFs, I've noticed that I always lose while the other team members stay for a long time. Now I have a question: What are the best equipment used to increase a ship's hull size. It may be a nooby question, but I am sick of losing each and every STF Space! By the way my ship is a Star Cruiser whose current hull is 39,000. Please: Help!

To help you best we need info like: what is your captains career? what powers do your officers have?
But general notes:
If you plan one tanking, grab a shield with high capacity or resistances (e.g. MACO, Reman, Paratrinic, Jem Hadar). Grab what ever deflector boosts the powers that you use (Borg and MACO add health). Engine wise; get an engine that provides good turn (I use the Borg Engines).
Choose one energy type and one projectile type. On a star cruiser, i prefer phaser or antiproton beam arrays and one quantum torpedo fore and aft. If you use mines in a cruiser use chronitons or tricobalts
Engineering - RCS (turn boost), Neutronium Armor (all damage resist), Electroceramic Armor (+plamsa resist)
Science - Field Gernerator (+18% shield), Borg console goes great here if you have it
Tactical - two of have ever boosts your prefered weapon type
A quick example (please note that this is not the best or optimal but should be an okay start and a generic Boff layout):
Fore weapons: 3x Mk X+ Phaser beam arrays, 1x Mk X+ Quantum Torpedo
Deflector: Assimilated Graviton Deflector
Engine: Assimilated Subtranswarp Engine
Shield: MACO Mk X+
Aft weapons: 2x Mk X+ phaser beam arrays, 1x Mk X+ Quantum Torpedo, 1x Mk X+ Chroniton Mine
Devices: Subspace Field Modulator, Shield Battery, Auxiliary Battery
Engineering: 2x RCS, 1x Neutronium, 1x Electroceramic
Science: 2x Field Generator, Assimilated Console
Tactical: 2x Phaser Relays
Commander Eng: EPtW I, EPtS II, RSP II, EWP II
Lt. Commander Eng: EPtW I, EPtS II, AtS II
Lt. Tac: BFAW I, TS II
Lt. Sci: PH I, HE II
Ens Sci: TB I
You want your hull to take less damage use Neutronium Consoles, You want to repair your hull better use a SIF generator console with it. Use a Field generator console to help keep your shields up so you take less hull damage.
Is really hard to hull tank in elite STF, you are still likely to get one shotted many times anyway. try to shield tank as much as possible.
For that you need to be running 2 emergency power to shields so you can keep one going constantly. Its hard to do this on a Star cruiser with just a LT Tac slot, but 1 or 2 tac teams also help you shield tank a lot. Also use transfer shield strength too.
To answer the direct question you asked, there's only one piece of equipment that provides a bonus to the your maximum Hull: the Deflector, any Deflector with Structural Integrity+X gives you more Hull.
Obviously, the higher X is, the stronger the bonus. IIRC, a Positron Deflector with a [SIF] mod can get +32.
Note also that the number of Hull Points you have in a battle is also the result of how many of your total Hull Points you can regain during combat. That means BOFF abilities. Check to see that you have some Hull healing abilities on your BOFFs, and play around with getting a feel as to when each should be employed.
But I agree with others here. You want hull tanking to be your last line of defense in an STF because of the damage being put out in Elites. Tanking has to be a combination of Shield+Hull+Resistances, all working together in a rotating cycle, to be effective. Relying on only one (or even two) of those will get you killed in the harder combats instead of merely bruised.
For myself, I use a MACO shield, all Neutronium Armor in my Engineering slots, BORG engine, deflector, and the Assimilate module for the 3-piece bonus, and a number of shield, hull, and resistance BOFF buffs like RSF, TSS, Engineering Team, Aux to SI, and EPTS. There is no set rotation (though I will fire off both RSF and TSS together when I can to generate layered resistances), but just knowing what ability is needed for which type of tanking I need at the moment. And, unfortunately, that takes experience.
P.S. Don't forget the Field module that boosts Shield Points...put them on any Cruiser you fly. In a Star Cruiser, put two in. They are well worth it!
Why does everyone recommend Neutronium? For STFs use Electroceramic and Mono-whatever instead for more boost versus Plasma/kinietic damage. I have a 40% DR versus borg plasma weapons.

That's the Borg's Antiproton cutting beam, which completely ignores shields.
Neutronium is the only thing that covers you vs. Plasma, AP & Kinetic Damage all at once.
The only other strat I would use other than Neutroniums would be to stack multiple monotanium alloys - but i find with BFI + Hazard System DOFFs, and/or other abilities like Aux to SIF, HE, PH that this is unnecessary and the amount of resistance you can get from say 2-3 neutroniums + one or more of those powers is generally sufficient, especially now that most borg super-torps have been toned down.
