Can we get some information on some of these Fleet Starbase Facilities? For instance, other than just "aesthetic" (and of course providing a place to defend), what do the Shipyard, Comm Relay, Transwarp Hub, and Industrial Fabricator actually do, and what does increasing the tier of them do for you, if anything? Is there any particular reason I would want to Upgrade my Industrial Fabricator from T1 to T2 over say my Comm Array, Transwarp Hub or Shipyard (or any combination of the previous)?

Yeah I'd like to know more about the shipyard. Specifically why a fully upgraded Fed shipyard will give access to 3 classes, but the KDF one is only listed to get 3.

I third this request. I would like an info icon button nexto all of these, so we know what they do.
