Can some one explain the +200% cooldown rate.... (transwarp cooldown)

Im no math genius but if you have for example 100 apples and get +200% more apples you get 300 apples. (15min cooldown +200% is 45min)

It says "Rechagetime reduced" and that is a negative number.

How can something be reduced (subtracted) with a positive number?

Is it supposed to say reduced with 73% or 75% (from 15min to 4min or 5min, it says 4min but I guess it starts with 5 and since it is less than 5min it shows 4min)

And it can't be -200% because than you would have to go back in time every time you transwarp. (-100% is zero, that leaves -15min)

Im I totally out there or is something wrong?

Cooldown is inherently a negative number because every cooldown starts at a number above 0 and counts down until it reaches 0.

The key word here is "rate".
At whatever the default rate is, it takes 15 minutes to cool down.
+200% to the rate would mean it cools down three times as fast, so 5 minutes.

Actually, it's about 4 minutes. 200% is a 4x reduction in time.

Take 1 as the base rate.
If we start from 15, and decrease it at the rate of 1 per minute, it will take 15 minutes.

If we have +100% the rate, then it is decreasing at a rate of 2 per minute. (2 is 1 higher than 1, so it is a 100% increase over 1. )
If we start from 15, and decrease it at the rate of 2 per minute, it will take 7.5 minutes.

If we have +200% the rate, then it is decreasing at a rate of 3 per minute. (3 is 2 higher than 1, so it is a 200% increase over 1.)
If we start from 15, and decrease it at the rate of 3 per minute, it will take 5 minutes.
