With all the system changes in the pipeline for Season 9 (secondary deflectors, Sensor Analysis changes, traits, etc.) maybe itís time for changing how Tactical Consoles stack. We all know the game has become a DPS grind and since Tac consoles donít have diminishing returns like Sci and Eng consoles, there is no reason not to have all your Tac console slots dedicated to specific damage type boosting consoles. If Tac consoles had diminishing returns there would be little reason to equip more than one or two energy damage type consoles opening up more slots on your ship for those really interesting Universal Consoles and maybe even some Torpedo or Mine boosting consoles. Escorts and Battlecruisers would still have the advantage in damage but escorts would rely more on speed, maneuverability and high burst damage. This would make ships like the Tier 5 Intrepid and Star Cruisers more viable as well.
Earlier story missions in STO had some very engaging fights since your ship wasnít able to plow through enemies with sheer overwhelming firepower. You had to be smarter with how and when you used your abilities since battles took longer and enemies could put up a fight. This stage of the game was really fun!
Maybe itís time to bring Tactical consoles in line with the other consoles and open up the game to a wider focus of abilities. Even though Iíve spent a huge amount of time and resources on my Fleet Tactical consoles I would be fine with having them no longer stack the same way if it meant space combat was more enjoyable.
personally, i think tac consoles should have a limit of 1 for energy-type and 1 for projectile type, it would go a long way towards reducing the ridiculous damage folks are capable of putting out, and as you said, would make the low tac console ships far more viable.
i also spent ridiculous amounts of fleet creds on fleet tac consoles, but i wouldn't mind seeing something like that.
It is pretty weird that Tactical Consoles stack and the others really don't.
I know what you mean about the early-level fights being a bit more engaging. Knocking down a shield facing and using a torpedo against naked hull is satisfying in way that CSV/FAWing down absolutely everything just ... isn't. Things die too fast.
So ... I dunno. While my Fleet Credit wallet would hate this change, I do think it might be a bit better for the game overall. I'm not confident they'd change it though. Too many people would really, really hate it. The five-tac console vapers wouldn't be nearly as effective; it would wreck their playstyle completely.
(Then again, I think a lot of special universal consoles should go into a device slot. Who uses VATA? No one. But VATA as a device? That has potential. Same with many of the others.)

Why stop at tac consoles? Using more than 1 of anything should get diminished returns, could even go further and have it so boosting a particular skill or stat receives diminishing returns the more gear or traits you use to boost it - and eliminate stacking all together.
Tac consoles are a good place to start however, if for no other reason than to give some use back to all those 2 tac console ships that never get touched.
