So, as I understand it I'll have to purchase the Caitian character package in order to be able to use it in the costume editor. I believe the same holds true for Delta Flyers but I'm not sure.

Does this strike anyone else as strange?

I mean it's not like we can give these things to players, and they exist in plenty of missions in game already. Why not allow all unlocks when we're creating NPCs/Enemies? What if I wanted to make a mission where you need to go pull a MACO team out of the fire? It would make sense to have them actually wearing MACO gear, right?

Is there any actual reason we don't have access to everything right away?

I always thought we already have access to these things in the Foundry, regardless of whether we purchased them or not?

There are still some questions involving the assets that we have yet to get defined answers to. The racial limits based on account unlocks in the costume editor are one thing. Things like the MACO outfit and others involve more what time Devs have to implement them as costume pieces.

Some things (ship costumes for instance) are available and I have heard that Season 6 will allow the purchase uniforms to be used but they should make all of this stuff available in the foundry in general. I suspect it has a lot more to do with the time they can/want to put into the foundry itself than anything else.

It makes sense from a financial standpoint for them to have these things show-up in game as it amounts to free advertisement for C Store items when people see something cool and decide they want it.

I suppose I shall wait for season 6 to see what's going to be available before starting on Chapter 2. could still use some more folks to play Chapter 1 of ST: Allegiance and tell me what they think

If my experiences in the Tribble foundry are any indication, the changes to Foudnry are mostly UI changes, with a few new assets. The new UI is a great improvement though.
