I Just Acquired a Engineering Fabrication Specialist Mk.X Kit And Can't Use It.When I Try To Drop It Into My Captain's Kit Slot,It Say's "Class Requirement Not Met".Can Someone Tell Me What This Means And How I Get to Use It?.
There are a variety of kits to use for each class (science, tactical and engineering). They each gain more and stronger powers the higher the mark they are (mark III , mark IX etc). They offer a broad spectrum of options, for example, as a science captain (career - character creation) you can get kits that provide healing based powers, or kits that provide offensive based powers, or a mix of the two etc.
Unfortunately, if you are not an engineering career character then you can not use the kits from the other career classes - it has nothing to do with your captain's skill choices.
Its not big problem though. You could always create an engineering character and mail yourself the item (if it is not bound).
huh.funny thing is my klingon player is a tactical officer and some how one of my bridge officers suddenly had the ability to fabricate a bolt turret for ground missions.that's what I wanted for my federation player. oh well.

A boff can be whatever class it can be. Tactical, science, or engineering. If a boff is an engineer, then he/she will be able to fabricate a turret or any other engineering gear. It's in your best interest to have one of each class in your away team to have a balance.
Yeah, your bridge officers don't share your limits. Go to the bridge officer trainer in the personnel section of earth space dock, and you can customize your bridge officer skills.
Most level 3 skills require special ways to get them rather than this trainer, but 2-3 engineers with phaser turret 1, phaser turret 2, and either support drone or quantum mortar in the commander slot (this you can do right at the trainer for no special effort) can be a force to be reckoned with. As an added bonus, its also a workaround for boffs being so dumb.
Boffs are notoriously bad for not effectively using their powers. Turret spam away teams aren't smarter, but you can just flood the battlefield with stupid until the cumulative IQ hits 100. As a tac officer, your only real contribution to this tactic is security team, but even a bad player is still usually in better command of their captain than the AI is for the rest of the team.
