That depends entirely on the design of the system. In fact there haven't been a recent MMORPG where dedicated crafters were a thing, because the system is usually easy to pick up for everyone and have no barriers for entry. And the systems which does have, tends to be cumbersome.

I have to agree with you. Still, the opportunity is there. The starbase system gives me the impression that STO is in a phase where systems, not content, is the focus. IF it's done correctly a new crafting system could really strengthen the game.
