Do you mean tactical captain in odyssey or another captain in a tactical odyssey?
Nevertheless, i will give you the build I would use as a standard bruiser-dps/healer hybrid. It works best with an engineering captain with RSF and MW to act as your under pressure powers.
As I say, the engineer captain powers compliment this build nicely, but if you're adapting it as a tactical captain, I would suggest perhaps dropping the aux to sif2 for an RSP2. Even though I despise the power and believe it is a very bad opportunity cost power, as a tac captain, you would have a very solid tank on this build, but would be lacking on the 'under extra pressure' activations that an engineer would have at their disposal.
8 beam arrays, and 100/50/25/25 power settings. You are cycling both copies of eptw and epts 100% uptime for buckets of extra power.
If you're pvping as a tac, get an escort, unless you're tac-cruiser is part of a specific team structure.
