I was looking on STO's Wiki page and it said "These fleet credits can be spent at the Operations Quartermaster at the fleet's starbase for a variety of consumable items, or at the shipyard for a Tier 5 fleet ship."

But I'm not sure where to find the Operations Quartermaster. Do I have to get a specific upgrade before I can exchange them?

upgrades are required for ANY use of credits

As sollvax stated, your fleet has to upgrade Tac/Eng/Sci (respectively) to the required lvl's in order to unlock specific things. The process will take time, and patience.

Wrong. Basic consumable buffs to your skills (and maybe operational assets as well) are available from the Operations Quartermaster, at the very top of your starbase Ops section, for low prices (buffs at 500, assets at 5000) from the first minute of having a T0 starbase. Thank you for reading.
