We certainly do not need a carrier like you described.
What we KDF players need, ship wise, is some real choices for our fleet retrofit ships, not these massively gimped over priced options we have (Vo'Quv retrofit aside), or at least a cost more in balance with what our choices bring to the table compared to what was already available.
If you really want something like what you described, simple solution, grab a Qin Heavy Raptor, put 2 dhc's fore and 2 torps fore, with 1 turret aft and 2 torps aft, go grab your scorpion fighter pack, and there you have it, quick turning, cannon heavy with at least 4 torp launchers, and fighter pets.
Buahahaha@ quick turning. All the fleet Qin really needs is a few universal console slots for RCS consoles, PDC, and the borg console- instant Armitage for KDF.
No need for any more carriers, though I would like a Danube equivalent so that I can tractor-spam-grief the Feds.

I would rather have some better raptor choices without the carrier pet cheese.
I would rather have a Raptor that did not turn worse than every other escort in the game.
It pivots like it has a stick up its aft-end and turns worse for its design than any fed escort and gains nothing for the handicap.
Thank You, Dev team for the Flanking buff to the Raider class and the accidental peek at the ship who shall not be named! It was a great early Christmas gift to all of us KDF fans.
