Assuming that you can keep the DBBs on target, it looks pretty decent. (If not, the cannon build would help a lot, combine that with the fact that turrets and cannons use the same abilities which boosts total DPS and that's why it's popular.) You should drop the Cluster Torp for another turret though (you can't use the Cluster while using the rest of the build) and I would strongly recommend dropping A2SIF1 for a second EPtW. Get the Zero Point Energy Conduit when you can, and use it to replace either the EPS console (those don't do anything for power drain anymore, so are you actually getting anything out of it?) or one of the Neutroniums. Also think about replacing the Quantum with one of the Rep torps, they should have slightly higher DPS (although I haven't really tested that myself). Last thing: why an Overcharged [A->W] warp core? If you're running your Aux power low enough for the efficiency buff to matter (I assume you're not running it over 125, as that would be silly) you could get a bigger buff to your weapon power by picking a higher power system to buff it from. If Aux is your second highest power system, then you don't get much from using an Overcharged core, and would do better with a different type. If it's just all you can afford, go with it, but it's not ideal.
Of course, if you want to totally change it around, an AtB build is always a nice option for a cruiser, especially an Excelsior. You would have to lose A2SIF entirely, leaving you a bit short on hull heals, but you'd get RSP on a 1 minute CD and all your tac abilities cut to a 20 second CD instead of 30. Of course, you could also drop the torp ability (and possibly the torp) so you can fit an Attack Pattern, which is also nice to have. I'm less sure about how that will affect the build, however, so I didn't include it in my main set of advice.
Turrets are useless unless you use single cannons at the front.
I used a single cannon build on my Fleet Excelsior before... I'd give it a try. Just use a tac officer with TT1, HYT2, CRF2
Then get DEM 2 to make those cannons make boom.
yeah if you use a cannon ability...but he just uses a BO3. so it really doesn't matter and the turrets are the only option here...
it really would be great if cryptic would finally come around and implement 360 degree beams, there is really no reason for those not to be in the game.
anyway, you are right with the cannons+turret build...would probably do more dps, and the excelsior is a little to slow turning for DBB. a saucer seperated oddy has the turnrate to pull that off more efficently imho.
If you're objective is full frontal assault then you should use 3dbb up front with the quantum. This way you're guaranteed to fire the BO from a DBB and not accidentally use it from an array (happens to me sometimes).

The Eng Team is optional in this case since you're using a Conn Officer but I find it handy in PvE for the occasional viral matrix/system shutdown and beefy heal for sneaking between Tac Teams when I need it. With the Assimilated Shield you can rebalance shields manually and still get decent coverage. (The Covarient is probably going to be more difficult in this regard.)

You can get a Very Rare PWO from Nimbus. Otherwise I would recommend ditching an EWO for another DCE since it's more important to get EPt(W/S) down closer to 30 seconds for chaining than it is to get BO down closer to 15.
(My FAW Fleet Excelsior has 2 EPtS's and honestly the second is only there for when my DCE's don't proc since when they do I can switch off on EPtW and EPtS freely when they do.)
