No, the best you're going to get is either a carrier with 1 commander, 2 lt commanders, and 1 lt, or the Fleet Norgh which has the same layout but all universal, but at the price of being exceptionally expensive and flimsy. No ship has more than 1 commander.

It would also annihilate the specialization of the ship types. Would it be an escort, science, or cruiser? Imagine an escort with CRF3, Aux2Sif3, and Tyken's 3. That would make a very bad balance combination.

It has been my suggestion that a vice admiral or even a rear admiral should be able to equip 5 commanders in a tier 5 ship, a captain should have 1 commander and four Lt commander slots, and so on...and so on
