I was running a Lieutenant, and saw that I could queue for some fleet events. I joined with my Connie, and to my chagrin, I was surrounded by VA ships. Since quitting would also hurt the group, and put in my best effort, and never tried to join a fleet action again.
I would also like to see some sort of scaling involved. For instance, pretty much all of my fleet mates are low level players, and since I'm one of the few lvl 50s, I have to do the bulk of the Fleet Mark gathering. If we were able to set up a team with the level set to one of the lower ranked players, and then have the fleet action scaled to the same level as the team, it would be a big help to us.

Piling everyone into a level 50+ map was probably done to accelerate the public queues but what it means is I've heard of Starbase Defence 20-man maps totally filled with Mirandas and Connies with only one Galaxy-R to tank the whole map.
Having low level ships for private queues or pre-teams is fine, so VAs can show junior pilots around or bring alts to tag along with fleetmates.
But public queues. Ahem. What was Cryptic thinking?

Some scaling is needed. When you're VA and you get lumped with two Lts, a Cmdr and a Cptn you can tell how it's going to go before it starts. (They spent most of their time waiting to respawn, in case you were wondering.)
Two queues would do it. One for Lt - Cmdr and one for Cptn to VA. Breaking it up any more than that would result in redonkulous wait times in the queues.
