Is there much of a difference between APO1 and APO3 for PVE (STF) and PVP

I considering swapping out the APO3 for CSV3 for stf's and CRF3 for Pvp

APO1 and CRF3 are the standard configuration for pvp. APO is used in pvp to clear holds, not for its damage boost, so the difference between 1 and 3 is small.
