Just a guess, but busy maps like ESD and DS9 take longer to load because there are more people + an obnoxious amount of npcs to load up?

A workaround for DS9 slow loading is to replay the "Second Wave" mission and enter that mission instead of DS9 system. You will get a deserted instance with functional NPCs that takes only a second or two to load.

This indicates the bottleneck is the huge number of players, not the NPCs.

For ESD... no such workaround found yet I think.

If you have patch on demand active disable it (launcher > options > untick the check box for it) this will allow you to patch all your game assets and maps fully to minimise load times caused by having it enabled by default.

And yes one of the major bottlenecks with DS9 and ESD is the number of people at certain times of the day/night in these scenarios the client is waiting for the server to let you load into an avaliable instance or make a temp new one if all others are full.
