There's a lot of broken costumes with Joined Trill... lots of C-Store purchases just don't show up for them in the costume options. The 21st century formal wear, the Bajoran vedek costumes, the Tholian Silk Robe, and several others.
I haven't had problems with any of the other costumes, just the eye attachments. It sounds like you're just looking in the wrong uniform category, all of those things should be listed under off duty.
