i do not think your build is optimized unit1, and there has been some good advice here for you to take into account.
that being said, you as a player, have gotten much better over the past 6 months. i remember popping you so much easier in the past. great to see you find something that works for you, but i do suggest you max a few things here and there....based on the provided feedback.
and because this thread go so crazy so fast, i will just add, that winning pugs 9/10 times will only be a short term trend. sometimes it will be just the opposite.....
and then when people start recognizing you because you are always killing people, you get targeted much more......and you will die much more. this is more of an escort issue....as tac cruisers most of the time are things to be ignored when finding that primary tartet.....they can't support as well as sci or engie cruisers, and the cant spike kill like a tac escort...... so, often they fall to the bottom of the priority list....especially if they are running 2 rsp's and bfi doffs and stuff....
either way, maybe not a good team build, but if it works and you are having fun.....keep rocking it, but if you name your thread using the words GG noob kicking, be prepared for some troll action....

I think you should have 2 options in regards to sets: one would be maco shield with omega deflector and engine (more offensive to maximize glider - think omega deflector also improves accuracy, it's the only deflector that does that but Jem deflector gives a hefty flow capacitor boost, so you may also try the Jem deflector with omega shield and engine to maximize glider). Another one may be the tanking option, with 2 or 3 piece Borg, but also keep maco shield, best shield in game hands down. Don't forget you're a tac and have to do damage. Ewp tac boosted is also tough. Especially if you use the chevron console, since it allows you to turn easier. Best would be to read the cruiser thread, it touches aspects such spec, consoles, weapons, sets, you name it. After you get more options, all you do is to try few of them and see what you like. There is no best configuration, there are few great ones though that could fit your play style.

The very best or Superior Tactical Odyssey PvP and STF Setup. With the low turn rate of the odyssey cruisers you need skills to control them in pvp and stf. Chevron separation will increase the turn rate magnificently so use it. But still train your skills without Chevron separation you may need it.

But uh.. 4 turrets and 4 phaser beam Arrays. And that combined with mine damage? Hmmm.. I would not call it worthless they give an additional 30% dps. Combat logs dictate. I know allot of players would do it different.

We definitely have Soph 2.0 here methinks.
I did read your build, here are a few problems;
1. WAY too many c-store consoles. Most of them are fun gimmicks that aren't worth it compared to a stat-boosting console in the long term for serious pvp. The Aquarius escort is worthless in PvP, as are the worker bees given how much AoE there is. AMS will get you on everyone's hate-list very quickly.
2. You're running [dmg]x3 weapons instead of [acc]x3 weapons; you'll not hit very much.
3. You're splitting your tac consoles & diluting DPS by running both torps & beams. You're also running torpedoes on a ship that can't turn for crap.
4. Beam Overload 3 is a trap due to massive accuracy falloff.
5. You didn't even describe your engineering skills, but you're already going to be quite squishy with BO3 and the implied lt. cmdr Tactical officer; fitting in good heals, RSP, emergency power abilities, etc. would be quite tricky...
I could continue, but I doubt the advice will be heeded. Just keep an eye out for cruisers with Panda tags on them in the queues and see whether they pump out better damage / healing than yours...
