If you think the Vorcha R, or Fleet Vorcha (especially this one) is a cruiser, I really need to take you pvping with me again. How does 500k+ damage at the end of an Average arena sound to you? All of it Burst Damage, slows and bleedthrough?
The Fleet Torkaht (Fleet Vorcha) is more like a slower JHAS than anything else KDF side. The damage potential is obscene, on paper, and in practical live pvp. It's so awesome that it can even score top #s with CrtDX2 Dmg APs upfront, and actually gets quite abit of potency for doing so courtesy of warp plas3 which in itself is pretty scary when tac buffed up.
Then there's the HY2 CrtDX2 Dmg Quantum I have. On average when it crits it hits for 15k+ at least once in a salvo if it hits hull. It's friggin ridiculous. And I Love it. Best Tac Cruiser, hands down. It's so good it's more comparable to Escorts in Output, with the speed it can throw it down with.

I have yet to see how a Fleet Vor'cha cannon build fairs. If there are any that have one; that wouldn't mind showing me, I would really appreciate it alot.

oh theres at least 2 of us here that can do magical things with the fleet vorcha, builds of which are posted in the cruiser thread. flown like an escort is the correct way to use it, it acts like an escort that cant be pressured to ever withdraw no mater how much you try to shake him. its an escort that can use things like EWP3, DEM3, EPtS3, ET3, A2S3. 20+ turn rate with 2 turn consoles is plenty viable for DHC, even when fighting escorts. 90% of my pugs end up with me having tied with best healing, most damage by at least a factor of 2, most kills and least deaths, usually 0. its by far the funnest ship to fly in game. bug users might disagree, but i'll never consider using that thing

On a serious note, i wouldn't know much about klinks cos i only have 2 toons that side.
Back to topic - all tac ships have to be compared to the bug because that IS the bechmark - fed or klink.

I can agree that the Bug is the Escort benchmark, but if the Defiant needs a buffing to make in competitive with the Bug then the Qin needs a full overhaul and blueprinting to be made competitive with the Defiant.
I want get into how bad the BoP will need to be assesed if it is to remain ingame as a viable raider strike craft versus the Bug.
I'm mad that I dont have a bug but when I look back on my poor financial decisions (buying freighters and a personal fleet with 8 bank repositories) I dont really have room to be butthurt over it. Also I made a few bugs sweat in a fleet patrol escort in the last few weeks. Still got killed but it was a marked improvement :-)
