Why would tactical team give the shield distribution bonus? I cant picture a 'realism' reason?

I mean engineering team i picture people running to cracks in the outter/innter hull and sealing them, or mending broken conduits etc (viral matrix they scower the computer banks and find the virus and eliminate it)

Science is a bit wierd too, a group of scientists snap their fingers and your granted shield repair? (the science debuff cleanse is understandable though they recognise a debuff and fix it)

But i dont get tactical team?

Because

A) the added crew bonus didn't have any practical application in the old version

B) escort captains cried about not having enough survivability.

It makes sense to me. How many times have we heard "Divert power to x shields."? The tactical officer would be in charge of the defensive systems, so where the shield power is going would be tactical. If the captain wants more power for the shields that would come from engineering (in my mind).
