Ok so research is showing me that as of around 2010... cannons don't have global cool downs anymore. I read once and have always thought that you cannot mix and match DHC's, DC's, and cannons (not that I would want to) and what not because global cool downs would cause an awkward pause in the firing cycle.
Now that it's just the cannon with it's own cool down... could someone mix a quad cannon with two DHC's without a hiccup in firing? Obviously you'd probably have less damage due to the quad itself, but I am mainly interested if firing cycles mean anything anymore.

It's comparable. It still stay competitive with the mk XI and XII. It really depends on how lucky you are with the critical hits.
For instance, in the a quick test with combat logs, from lowest to highest DPS, it was ranked (unbuffed):
1) Quad Cannons + 3x DHC mk XI [critd]x3
2) 2x DHC mk XII [critd]x3 + 2x DHC mk XI [critd]x3
3) 4x DHC mk XI [critd]x3
What I should have done was test each weapon on its own (didn't think about it at the time). Logically, the mk XI should not have out DPSed my mk XII. But, again, it all depends on how lucky you are with the criticals.
I still say that they are comparable. But, I don't think they are worth $15. If you already had them, then I'd say use them (for the proc chances and because mk XII are so damn expensive).
