He is not the only one, his aide is also migrating with him. The engineer at the shipyard is not at his console, the bartender in the club is at the door, there is a dancer in the club who is frozen at the door. I haven't noticed others. It seems like ESD is starting to shift lol.

I have noticed that too.
On the academy, the andorian and tellarite crew officers are sometimes gone, too.
I have no idea why NPCs start to vanish from their positions.

At academy it can be a result of the particle collection event. Some people will spawn a klingon then swap zones. the klingon will then run pampant until killed.

in ESd it's because a KDF player somehow got in.

This problem actually happens as well in Champions Online with the Powerhouse Trainers. I've noticed that they've been out of position recently, and at least one of them is stuck in a "just left combat" pose with weapon out.

He's just flying south for the winter.
