Make sure you carry a suite of Aux batteries and weapon batteries.
I use Aux batteries on my initial run in, pop evasive, and TBR and pick on whoever gets thrown the farthest and keep pushing on them. Myself and Kedric usually unload, and they are dead before their buddies can come running to save the day.
The other version of this build uses Polarize Hull, Transfer Shields2, and TBR2. TBR2 throws even harder does even more damage. And the ship is a little bit more survivable as a result of PH and TSS2's presence.
A new third version I use, when I see Carriers is to equip GW. A fully auxed up GW, coupled with my tac buffs, absolutely shreds carriers. They can't spam new pets, they get sucked in, and they can't get out. Then gods help them if the Aftershock doff kicks in. For this, I recommend PH, TSS2, GW1 or TSS1, TBR1, and GW1, using TBR after you and your buddies are finished with the first doses of GW's and tractor beams. My GW1 single handedly does 25 percent damage to their hulls straight through their shields over the duration of the ability.
Also, should the lol crptyic stop being stupid, and let sci skills actually do stuff again (looking at CPB and tachyon beam there) this ship is more than capable of fielding those as well.
This ship hits hard, and often. It uses Tetryon weaponry cause blue is pretty, and the overload sounds sweet on a Tet DBB. 3 DHCs, CrthX2 Accs or vs more speedy stuff, AccX2 CrtHs. AccX2 CrtH Dual Beam
Turrets are standard CrtH, Acc, Dmgs.
Consoles :armor is ablative, Mvam
2 Field Generators, 1 Borg
4 Tetryon Pulse Generators
Doffs: 3 Shield Distribution Doffs,, 2 Systems Engineer.
Doffs (no VM and TBR2) 3 Shield Distribution Doffs, 1 Warp Core Engineer, Hazard System
Doffs (GW and GW TBR combo) 3 Shield Distribution, 1 Warp core engineer, and the Aftershock Doff

As a mostly Klingon player, and a newb at PVP, I don't really consider the Klingon to have all the cards in PVP. It is partially the Fed PUG's fault for not working together to beat us.
And I don't really like most of the consoles we Klingons are given, as it cheapens the victory. Only one I seriously am using is the Plasmonic Leech (thank goodness that got fixed), and most PVP'ers would be specced into Power Insulators (I know I am). Though points into Flow Capacitors plus Polarons make things very interesting.
This game is designed to be played by a tactical Fed captain in a escort, preferably the fleet defaint with 5 tac consoles or the bug ship. Any other combination is just to provide some targets for the two mentioned ships above
