Well if we're going to do that, then I might as well post how to do CSE and KASE.
CURE SPACE ELITE
Everyone pick a side, any side, and start popping BoPs and Nanites. No need for anyone on the Kang if all of ya are attacking. It's better to have one person committed to each cube and two roamers that are there to either take over if someone draws aggro from the cubes (which is bad, since for time's sake you don't want to be out of the action at all), or to clean up any BoPs that get past (either by lack of attention or sheer stupidity). After you destroy the bottom set of nanites, start on the second row. But before you pop ANY of the second row, WARN YOUR TEAM. Last thing they need is an iso charge hitting them when they're busy.
As soon as you pop any of the second row nanites, IMMEDIATELY DISENGAGE. Use EM or EPtE or ANYTHING to get clear. You don't want to be near the cube when you engage the neg'vhar. Also it will always aggro, so you don't have to worry about it not following you. Since you warned your team, both your roamers should be headed that way to help (operative keyword there is SHOULD) if for no reason other than to kill any BoPs that get past while you are dealing with the neg'vhar. Once the neg is down, pop the raptor and clean up the nanites. Then settle back and just blast BoPs to your hearts content. (since this is a general post, this should be done on ALL the cubes).
Once all the nanites have been destroyed, and all 3 cubes are clear, this is where the fun begins. Everyone start attacking the cubes at the same time. Roamers need to be on their game now, taking out BoPs as quickly as possible. Once your cube is at 5% STOP. Disengage/die, whatever, just don't pop the cube. Once all 3 cubes at at or below 5%, KILL ALL THREE SIMULTANEOUSLY. Then have a roamer or one of you haul butt to the Kang, hail that idiot who's been sitting there twiddling his thumbs and he'll leave. If you did it fast enough, optional for you. If not, oh wells, at least you didn't fail. Btw, it should be noted, always pop the middle cube first, it's the closest to the Kang, so if it doesn't die first that means you have stronger spawns closer. Which is bad in the event that one of you fks up and doesn't pop his cube.
After that's done, a half stupid idiot donkey could finish the mission. Clean up the spawns (dying at this point is inconsequential since you don't have to worry about the timer or the Kang), and then frag the carrier that spawns. Mission done, 1100 dil to you, and loot.

Start of mission, kill the tac cube. Doesn't really matter who what when where why how, just kill it. However after you've done this, the timer starts. As do the lemmings... er probes.
Then you have two players (preferably the lowest dps ships, sci or cruisers) take positions between the Gates and the portal, and then they sit there for the rest of the game blasting probes.
Here is where tactics change. Some people like to split up and destroy multiple transformers at the same time, but what I find to be the most efficient and easiest is to clear one side at a time. This is also ideal because after you destroy two generators a cube spawns. If you have 3 high dps ships plugging away at it, it will go down VERY quickly (record I have seen was less than 6 seconds. 3 defiant Rs. Was beautiful) and won't ruin anyone's life (more importantly that of the ship destroying the probes on that side). After each transformer has been cleared on the first side, weaken the gate to 1% (doable).
Rinse and repeat on the second side, but this time actually destroy the gate. The weakened gate on the first side can then be destroyed by whoever was clearing the probes (I am pretty sure that no matter how low your dps is, if you can clear 4 probes in relatively short order, 15k hp is a non-issue, up to maybe 40k depending on how much it has healed).
After the second gate has gone down, leak doesn't matter (unless you leaked before this point), since at most that will be 6 probes getting through (you lose at 10), so focus on destroying the spheres, since they bite back. If you want, then feel free to nova the helpless probes, or just do it to make the mission move along faster. Believe it or not, that's the hard part. The hardest part is actually time management. That's a bloody TON of hp that needs to be removed in a short period of time. But once that's done, fail or succeed on optional, you can't lose.
Then you just beat the snot out of Donatra (easier said than done, I know, and there are a plethora of tactics to do this, it would take me an entirely whole new forum to explain all of them) and go home with your loot and 1100 dil. And probable hull damage (that assimilated romulan scimitar can hit quite hard).

I think the person in question was intentionally griefing your PUG OP. I have seen this done before. Regrettably there are a few fleets in STO that are here for nothing more than fun in your tears, pretending to be better than you personally as a human being, and griefing others. They probably hoped to induce a rage bout so they could report ?you? for language etc. We all know accidents with crits or too many people softening a generator can happen but when you see a plan like that in operation you know what you are dealing with...
I used to enjoy elite PUGs more. But I am leary of them now. I?ve found a good fleet to run with and people work together easily making STFs fun to fly problem free or not.
It's also possible that that person didn't know the tactics and didn't speak english. Many people forget that we are not playing on an english, but a global server and you may be teamed up with people who doesn't even know how to read latin alphabet

As far as I know. This game is only available in latin characters, so if a person is good enough to work around with UI and even get a tier 5 ship then he should be able to understand the context of what is going on.
That player was a griefer, his address should be logged for one-eight-seven visit
How to really behave in online forums with developers
This guy was exceptionally bad, but I bet this happens a lot without people trolling. I only figured out the thing about the nanite generators when I did a PUG Stf and someone on the team said "remember not to kill the nanite generators until we get all of them low" or something. As far as I can tell, it is not clear from any of the mission stuff that you are supposed to do this. Also it is counterintuitive. Where else in the game are you not just supposed to kill everything as fast as possible? It is probably a good idea to do a quick team chat at the beginning saying something like not to kill the nanite generators until all of them are low. Even if a new player isnt sure what you are talking about, they will at least know there is something they need to be considering.
Granted, I don't have perfect experiance in STFs, but that whole "Only drop generators to 10%!" rule has NEVER worked for the bonus in all the times i've seen it used. it always ends with ppl taking too long, the spheres swarming the main generator, and them repairing it when we start attacking. (failing the mission)
I always vote to steamroll. Full power on the nanogenerators, take them down as quick as possible, then use someone as a decoy to distract the group of spheres coming from the gate while the rest take down the generator.
I've only had this plan fail once. (because someone was trying to do the 10% rule)

That just makes no sense, if you do the 10% strategy correctly the spheres will spawn later than when just blow everything up as fast as possible.
Why would it take any longer? You just spread your damage between the 4 generators instead of applying it to 1 after another.
And if your groups DPS is that low, what's stopping you from sending somebody to catch the nanite spheres even when doing the 10% approach?
