I am running with the disruption Torpedo (device) and the bonus console only.
My initial experience has been both AMAZING and miserable. The Temporal Disruption Device is hit an miss against PvE ship, but against fixed targets - Gates - it kicks ass. For my SCI toon, this is a huge bonus in STF's when damage is needed. I have it as a rear facing torpedo, using both Spread II and HY I as options. Best damage so far was 35,000 kinetic.
I use quantums forward - so no bonus in that area. I have not purchased the temporal dual beams, preferring to use dual polarons.
I find it useful against PVE ships personally, although I usually fire off some Chroniton torpedoes, from forward launcher, to slow the enemy ship and then fire a HY Temporal Disruption Device at them from my Wells class' aft launcher to ruin their day a little.

Consider it an escort and light sci torpedo, designed for maneuverable ships to fire1-3 km from a target's face... or to be fired BEFORE shields are down. (They'll be down before it gets there.)
Better with HY1 but basically optimized for ships that fight at melee range and/or before shields are down.
Well, with its very long cooldown, I don't think I can justify having it as a fore weapon. I have in aft now, where it occassionally fires on an accidental fly-by; but usually by the time I've come about and put my DHCs on target, the latter has already died ere my TDD hits.
So, currently all my TDD really does is sit there to give me the temporal inversion field bonus from the set.
