did everything right up to the point where you need toTake Readings from Drained Lieutenant i followed these steps

You must now calibrate a cortical stimulator based upon your research:
Set the voltage for the resting potential to -70mV
Set the voltage for the action potential to +30mV
Set the sodium-potassium channel states to sodium external, potassium external and internal

and yes i harmonized the auxilory portal

so whats the problem? i followed all of the above steps and still dr mcoy is scanning and nothing is happening and i waited 15 mins

when i click to talk on dr mccoy i see it twice talk to dr moccoy and yes i folowed both steps on both options still nothing

help mccoy pioneer a rejeuvenation procedure,talk to dr mccoy and calibrate a cordical stimulator

After you calibrate the stimulator and talk to McCoy, watch his "Talk Bubbles". He will say that it worked, and to "Get this to the station commander". Or something similar. At this point, you are done. Continue on to the find the induction coil.

There was a bug once, where entering the correct settings counted as false anyway.
Maybe it's back?

ok i got the induction coil too before italked to him mabe i did it inthe wrong order but no talk bubble comes up

Try installing the induction coil. Hopefully, it will let you continue.

I don't think you can do it in the wrong order. The steps usually don't become available until the current one is complete.
