How do you best equip the Chimera Heavy Destroyer please ?

The same way you do any other Escort.
But you should use Phasers so you don't detract from the Lotus.

Edit: I do find it disturbing that someone calls themselves: Lord of Destruction - Allfather - Holy Lamb of Knowledge - Commander of the 7 Nation Army - The Victory Sire is getting advice from a Klingo in how to equip a Destroyer.
TL;DR The Lord of Destruction - Holy Lamb of Knowledge doesn't know how to build a Destroyer...

You'll want to go phasers to max out the phaser lotus. Since you're doing that, the best bet is probably something like:

Quad Cannons (or Dual Heavy), DH phaser cannons x2, Dual Beam Bank (or torpedo, probably quantum)
Phaser Turretsx3

I'd focus higher end Tac slots on cannons, use one Tac ensign power for Tactical Team and another for beam overload or a torpedo power.

Use assimilated/temporal console in sci slots. Shields in any others based on damage type you expect to face.

Hull resists based on damage type in eng slots.

Phaser consoles in Tac slots.

For the record the phaser lotus has nothing to do with how many beam you have on your ship also when they needed the phaser proc the quad cannons went to hell so don't use those I have one with full DHC/turt build and my phaser lotus dose the same as it did with a beam boat. Jut make sure you use phaser weapons

A Destroyer/Escort really benefits more from being a cannon boat than a beam boat. I just suggested one beam to justify stocking a beam BO power to use with phaser lotus.

A destroyer is not just a supersized escort. I've found my Chimera handles (and in particular, turns) more like a light cruiser. So, I treat mine as a hybrid: Cannons in front, beams (along with one torp or mine launcher) in back to maximize DPS while turning.

As for weapon types, I'm not sure if the phaser lotus (not being a "regular" slotted phaser weapon) is affected by the phaser tactical consoles, so since I use my Chimera mainly for ESTFs, I just moved my anti-Borg AP weapons and consoles from different ships onto it. This has the added effect of combining the AP crit-damage bonus with the Chimera's Tactical Mode weapon power and accuracy enhancements.

The lotus (both types) benifits from damage type consoles. I've seen mine as high as 4k a shot wit apo3 apa3 eptw1 gdf and tt1 running. that doesnt include ant debuff on my target thats just what the ui tells me. Also note that that damage is per shot not per volley.

I run mine with an engineer in the ltc slot and a sci in the ens slot. Kinda the opposite of a Kar'fi.

And I get at 29 degree/sec turn rate out of it so IDK why people say its slow.

I run 3x DHC and one torp fore and 4x aft Turrets on base-turn 10 KDF cruiser, so I'm a little confused why you can't line up your Fore weapons on a ship with a base turn of 14, particularly in ESTFs. Unless that's a typo in the blog post dealing with them, that's only one degree less the Armitage escort I usually fly Fed side. This isn't the first time I've seen the rear beams idea, so I'm curious as to the logic behind it.

Asking for the 'best' way the equip a Chimera is wrong. This ship is not an escort. Certainly for most tasks your going to want to stack a lot of DPS onto it. But the Chimera allows you to avoid the waisted ensign slots that plague many other ships.

Hear is one of many good builds. The best build is which ever provides you with the most enjoyment though, and that isn?t something some one else can give you.

Equipment:

4 X Phaser Dual heavy Cannons
3 X Phaser Turrets

Full Mk XII or Mk XI maco set.

4 X Phaser Relay
1 X RCS Accelerator
2 X Booster Modulator
2 X Field Generator

Commander Tactical:

Tactical Team 1
Tactical Team 2
Cannon Rapid Fire 2
Cannon Rapid Fire 3

Lieutenant Engineering:

Emergency Power to Shields 1
Emergency Power to Shields 2

Lieutenant Science:

Tachyon Beam 1, Tractor Beam Repulsors 1

Universal(Engineering) Ensign:

Emergency Power to Engines 1

Universal Lt Commander:

Polarize Hull 1
Hazard Emitters 2
Transfer Shield strength 3
