Asking for the 'best' way the equip a Chimera is wrong. This ship is not an escort. Certainly for most tasks your going to want to stack a lot of DPS onto it. But the Chimera allows you to avoid the waisted ensign slots that plague many other ships.
Hear is one of many good builds. The best build is which ever provides you with the most enjoyment though, and that isn?t something some one else can give you.

It's your consoles that increase your phaser lotus, not what beams you have equipped. You want them to match so that both get buffed from the same consoles. Retro bank banks get buffed by Phaser consoles, so they'd do OK, but you can get standard phasers that do more damage than those fairly easily.
Ens Utility: TB is my default, you could be more defensive and us PH1
3x Tech doffs, SDOx2
4x DCHS (For DHCs pick CritH or CritD, only 1xacc needed when in Tactical Mode)
3x Turrets
Eng Consoles: 1x RCS, Ship Console, Borg Console
Sci Consoles: 1x Shield HP booster, Flow Caps
Tac Consoles: 4x Phasers
Devices: Resists Boost Console, 2x Batteries (I prefer Eng w/Weapons and have option to swap in Shield)
Omega 3 part or Omega 2 Part w/a Flow Cap Deflector. Max you toon's flow cap. Flow cap boosts the shield vamp and Tet glider. The 3 part bonus has nice defense debuff.
Aux2batt will basically give 2x EPTS3 and RPS1, it'll reduce APO, HE, TSS, Teams, CRF cooldowns nicely as well. I run this on the KDF Vet ship, which other than the BC is identical. It requires a bit more micro, but hold up in PvP/ESTFs fine and you'll do good damage, worse case you withdraw w/an Evasives&Engine Batt till you can repair yourself and bring you alpha to bear again.
Your turnrate should be in mid 30s w/high eng power from aux2batt boost, plenty for PvE. For PvP APO, APA, and Evasives provide needed turn boost and TB debuffs target's movement. Also there's the shield's turnrate, inertia, and speed boost proc.
CRF3 good single target spike, CVS1 doesn't lose much and gives you some AoE if/when needed.
I use teams so I have counters in PvP. Also, I don't use Macros you may find this is too dynamic if macros are your thing.
A destroyer is not just a supersized escort. I've found my Chimera handles (and in particular, turns) more like a light cruiser. So, I treat mine as a hybrid: Cannons in front, beams (along with one torp or mine launcher) in back to maximize DPS while turning.
Aside from that being a terrible idea on any ship, as another poster said you can keep DHCs & Turrets on target using ships like the Fleet Vorcha (base turn 10), D'Kora (base turn 8), and even the Karfi (base turn 7) for STFs.

It is a phaser, and does benefit from phaser relays.

As for weapon types, I'm not sure if the phaser lotus (not being a "regular" slotted phaser weapon) is affected by the phaser tactical consoles, so since I use my Chimera mainly for ESTFs, I just moved my anti-Borg AP weapons and consoles from different ships onto it. This has the added effect of combining the AP crit-damage bonus with the Chimera's Tactical Mode weapon power and accuracy enhancements.
I don't really agree with this assessment. The ships turn-rate is a 14, which is only slightly less than your average escort. It's hardly even a noticeable difference unless your use to flying a Defiant class. It's ultimately an escort, and keeping DHCs on target isn't even remotely close to being an issue.
