I'm going to guess that there will be a way to respec those choices - however, they are looking to increase the chance that somebody does something wrong and needs to "buy" that respec. They're increasing the amount of per toon items - the amount of investment in those per toon items either in grinding or in cold hard cash - thus, attempting to increase the chance that if somebody screws something up - they will be more likely to "buy" that respec.

Increase the per toon investment? Check.
Increase the per toon chance to screw up? Check.
Increase the likelihood of a player buying a respec? Check.

Heck, into that - add additional grinds requiring Dil as well as reduced Dil earnings - and it further increases the chances that a person will outright buy the Zen for a respec than they will attempt to grind it out...

Doffs have made game balance worse.

Honestly I've become convinced the Doff system was why they put in these hilariously effective, and hilarious inneffective sci resists into the skill tree, as well as why some abilities are effectively 1/2 what they used to be.

CPB.. look how many doffs have come out for that one ability already to make it "good" again (and it still blows like a thai hooker given a 50 )

Placates are probably my worst nightmare too, it's rough enough targeting people on a six-year-old Toshiba laptop but that KHG shield drives me up the farking wall

While I hate the grind I do wonder if having more critical chance would be better than constant DPS increase.
