It has 3 console powers (somehow), and 8 weapons last I heard.
The weapon counts reported however are anything between 6, 7, and 8 so maybe we can leave the weapon counts out for being way too dubious.
That leaves:
6 weapons, If its a sci ship most likely, but if its mostly cruiser could have more
1 flight deck Seems so as far as we know from tribble
3 unique consoles A dev listed 3 things, probably consoled but they could make one a device to throw us a curvebal
4/3/3 console arrangement Pure guesswork as far as I can tell
Karfi boff layout likely due to flight deck and sci focus, however they could just as well take away some tac and give it to some other as easily
8-9 turn rate Pure pie in the sky guesswork(mostly mine)
DHC capacity Confirmed basically
Cruiser inertia, HP Guesswork, mostly based off of ship size. But then the klingon ships are huge and maneuverable
1.15 shield mod pure Guesswork
Not too bleedingly OP, and that's just by ditching 2 weapons.
SO hard facts are, we are rather sure it has fighters and heavy canons and a sci flavor also an assortment of consoles. Most of the rest is bored people(like me) rumor mongering.

Plus there's no fleet version and I haven't heard any mention of a special toy console either.
I didn't really follow the discussions on the forum about the Vesta. But I bet it will have a special console equiped. Otherwise it would be - as you said - a science version of the Armitage. And I don't think this would convice that many people to buy it.
If the Vesta-class ship only gets released to the Feds, then I truly believe the demise of the "multi-faction" idea underpinning Star Trek is also achieved.
At some point, Fed players will realise that the only Klingons left to fight are in PvE. And looking at the number of KDF themed missions, thats not a whole lot either.
Looking at the forced imbalance of recent ships, I believe that this is Cryptic's motive. Rid themselves of something they perceive as a risk/ liability and consolidate their revenue stream. The KDF is not lucrative. How could it be, when Cryptic shoot themselves in the foot constantly.
But, only having a Fed. playable faction will be STO's achilles heal.
Starfleet just don't want to kill Starfleet.
KDF PvP, cannot continue an uphill climb forever, so I believe at some point KDF PvP will just end.
Soon afterwards, Feds will realise what they have caused.
Enter the Romulans, and the precedent has already been set.
When the Temporal Ships came out everyones uncle was up-in-arms over the nature of the ships abilities screaming blue-murder.
Now a Fed-ship is being released with essentially similar concerning characteristics, and not a single peep to be heard.
