Today I noticed that on tribble, immediately after a 1-5 second subsystem offline proc expires, the enemy gains a 10 second phaser proc immunity. Is this going to be a permanent change, or is this a test to gather data? I see how this will help eliminate the fighter proc spam in PvP. However, this will effectively give phasers a significant disadvantage compared to other energy types that do not have proc immunities.
Yes, every other energy type can still proc back to back. A 10 second immunity with a 1 - 5 second possible uptime for a random disable effectively makes the proc useless.
I was under the impression that this timer was already live on Holodeck as of several patches ago, or it is increased resist time compared to Holodeck?
Its been talked about a while, this is basically a PvP please fix this request.
defiantly needed as a counter for the phaser rapid fire lets shoot till their shields fail groups.

You don't PvP, do you? Before this immunity, back-to-back phaser procs were a significant problem, especially with all the phaser-using pets people can bring to the party. Two back-to-back shield procs = death against competent escorts. You cannot usually survive ten entire seconds without shields in PvP.
You usually don't survive past 2 seconds to a competent escort. Someone shields go down a weapon battery gets hit and hull goes away, even worse off if there is a BO3 on CD.
