There's an interesting little tidbit in this thread I noticed while meandering aimlessly that claims that three points in Threat Control and two in Plating give more flat resistance than simply speccing fully into Plating. Worth considering!
As for the build itself, I quite like the idea and the execution would be great to see. I might take out the points in projectiles and try to redline some of the more typical Tac trees though; projectiles have very high base damages on their own and don't benefit as much from speccing as energy weapons, in my experience.
I find if you're a powerful enough tac that any extra aggro you draw from Threat control isn't going to matter much. Hell, as of now with no points in threat control, I still draw tons of aggro. A little more isn't going to change much.

I'm guessing that's because the vast majority of cruiser players in PVE don't know how to run a cruiser or have PVP focused skills and just don't care. As a threat control cruiser myself, I can always tell when escorts are sneaking some threat control in for resists, and I really wish they wouldn't.
