Even better. If you are correct (and you probably are), this is a pretty nice proc when it triggers.

Interesting. I put the Borg Cutting Beam on my Beam Boat Cruiser, and played with it yesterday, running some various Romulan Patrols, FAs, and STFs. During play I did notice the proc OWA flag appear on my reticle from time-to-time. In fact, it seemed rather often. Though it was hard to tell since it's a generic flag that matches another one of my abilities. The only way I could tell which was procing was to mouse-over the flag, and that was a difficult feat to manneuver my ship in combat, position my mouse, and wait for the pop-up tag - in under 3s.

Still, next time I play I'll pay more attention to my weapon power when I see the flag up.
