Depends on what you're facing. The Borg don't bother with subsystem disabling, so just STF running it'd be little use. However, the Tholians in the up coming Seaon 7 Tau Dewa Block love disabling your weapons, you'll very likely run out of BOff ability counters for it in the bigger fights, and getting your weapon subsystems back online quickly would be skill points well spent.
